Panama Canal Shipboard Oil Pollution Emergency Plan (PCSOPEP). All toll-paying vessels with 400 MT or more carrying capacity of oil as cargo and/or fuel are required to submit a valid plan 96 hrs prior to arrival to canal waters, otherwise, the vessel will be subject to a fine, with possible delays in her canal transit.
The submission must be done via email to firstname.lastname@example.org.
The carrying capacity of a vessel is equal to the sum of the capacities of all oil cargo tanks and fuel tanks.
A vessel that meets this criterion shall submit its PCSOPEP to the ACP for verification, and shall be classified according to the following categories:

Tier 1: vessels with an oil carrying capacity of more than 1,000 MT up to 7,000 MT.
